When the cleric uses Recovery Strike , and his ally heals (after the ally hits, of course), does the clerics Healers Lore also kick in?

If it does, then the ally heals the Clerics "CH" plus "WIS".

No. The Healer’s Lore feature does not apply to regeneration effects, even if those powers have the Healing keyword.
