H. belligerens were tough, dumb lumps of muscle, but they have no style. H. s. pugnans have claws. This was a time period similar to the one in Hitchhiker's Guide to the Galaxy, when the rich people were buying custom planets. If one of them wanted a new species, he got one.

EDIT: H. s. pugnans is probably very similar to the Moreaus in d20 Modern and H. G. Wells. I've not got d20 Modern, and they're not in the SRD, but similar stats are probable.
