Help with rules for Arena game

Greetings,
I'm planning on running an arena type game where it's everyone vs everyone and would like some help with any possible loop holes or anything that I missed.

The rules thus far are:


How to Win
-Be the first to place all four rings on center spike
or
-no other players alive

Rules
-Only races and classes from PhB allowed
-Multi-classing OK
-No PrC
-Character level is set at 10th
-38 point buy
-Limit of 18 in stat block before racial change
-Character wealth set at 35000 gp
-No magic enabled before combat

Game
-Time limit of 30 minutes total in game time
-Each players have 1 minute to descide movement
-If time is up, player delays their turn (1 delay per round)

Rings
-4 groups of rings
-Each group has a different colored ring, 1 for each player
-Allowed to carry only 1 ring at a time
-Rings unplaced on center spike, not with character, or not at starting place will cause ring to dissappear and reappear in random corner

Center Spike
-Rings are to be placed with no other colored rings on the spike
-Different colored ring placed on top of another causes the bottom ring to dissappear

What about cohorts, followers, animal companions, familiars? Are they allowed in the arena? Are you allowing anything to be bought for magic? That could give a serious edge to the bard. The other big theme is a fighter type with adamantium equipment and a Ioun stone with Anti-magic in it. Teleportation, dimension door, etherealness allowed? Are participants allowed to use Wall spells to wall somebody in, wall over the center spike or wall off somebody's rings? Allow Timestop scrolls? Any rules for summonings?

Have you looked at the rules for the games of death?
There are rules?
What about cohorts, followers, animal companions, familiars?
Won't allow them except for familiars, as in PhB unless they spend the feat.
Are you allowing anything to be bought for magic?
As long as they do not go over their money limit, any magic items are fine.

Any more suggestions/comments?

I have found that using a gladiator arena with cover works well.

I use 3 ft tall barriers made of stone placed randomly about the arena. Kind of like paint ball competitions.

I'm no expert on this type of battle setting, but I wouldn't allow more than 15 seconds between character actions. This would keep the chaotic nature of an all-out battle intact.
