In essence, that's saying that no one can fight for more than a couple minutes (10 rounds == 1 minute) without having to make fort saves. That seems a bit silly....
Not really... Considering the amount of energy you are burning up. Trapped in a suit of armour, perspiring from the exertion of dodging your enemy's blows, and wielding weaponry is it so unreasonable?
I mean a trained fighter isn't going to have a serious problem beating that DC for some rounds anyway, and if the result of a failed save was 1d4 subdual damage... then that isn't really going to hurt either. In fact, it means you are more likely to go unconscious but NOT start bleeding to death, which could be a good thing.
And Endurance would be a must-have for the serious fighter.
The problem is the extra book keeping, which is silly.
