There's a good point here. Just because it isn't fighting, doesn't mean it's particularly role-playing either. Investigation and legwork can be done with a minimum of role-playing.
The essence of role-play is in portraying a personality. The situation doesn't matter. You can role-play strongly in the middle of combat, or in doing legwork, or in sitting around in a tavern.
