He can't. It does not have an actual DMG cost so it can not be used in that manner.

Don't you mean the DM would have to make a ruling on how much xp it is worth? Is there a rule somewhere about only using the ability on items with specifically listed xp costs? What's the difference between assigning a gp cost and assigning an xp cost? Indeed, one could be calculated from the other.

No, no, no.

The artificer attempts to regain [NULL] / 25 XP for crafting rules, which causes the game to have a numerical exception error and crash to desktop.

After all, 3E is videogamey! ;)

An artificer can't xp drain it because it's a creature, not a magic item. It eats and presumably excretes and reproduces on some far plane.

Might as well attempt to xp drain griffon eggs, which you can also buy and sell.

In effect, this is a creature and cannot be created

Ahh, missed that bit. Well, at least there's a good reason they didn't include the price! ;)

Considering that being eaten by that damnable bag is about the same as being fed upon by a barghest, i would not set the price low.

It is a curious item -- when you need it (to kill a creature with a chance of not being able to be resurrected by mortal magic) then you really need it and will pay a lot. Most of the time, it just isn't that useful!

So what do you price it on? The unusual cases where it is really needed or the common case where it is pretty useless?

Which begs the question... if it's a creature, can I kill it for xp? :D

Probably, if you go to the plain it originated on and kill the base creature. Though that brings about the question of what happens to the bag when said creature is killed? Does it disappear? Turn into a normal bag? Turn into a bag of holding

I was thinking along the lines of dropping the magical equivalent of high explosives into the bag, or perhaps a small animal coated in a specially designed poison. ;)

The price completely depends on who's buying it and for what purpose. Anywhere from, say, 50gp to 30,000gp would be suitable. The bag is one of those rare, surefire ways to perma-kill a BBEG (or a BBGG), so that means it could be extremely valuable. However, using it to dispose of trash for the local tavern would require a much lower price. It also depends on how you set up your campaign world. Would selling this thing break any laws? If so, that would increase its price.
