The text of the improved metamagic feat

The spell slot modifier of all of your metamagic feats is reduced by one level...

With regard to the creation of wands and such I'd not allow this feat to apply. I'd use rule 0 to do it because I think that the wording of the feat implies that improved metamagic does work with scroll creation and the like.

Would you allow it to work in your game? Why or why not? Do you think that I'm interpreting the feat incorrectly?

I agree with your rule 0. Otherwise I fear what an Epic Wizard can make for very cheap. They could even make wands and potions that couldn't normally be made becasue of the spell limit on such items.
