Improved Tactics: Only works with Action Point?

The feat "Improved Tactics" (Martial Power, page 136) gives the benefit of "add[ing] 1 to the attack roll bonus granted by your Tactical Presence."

If a warlord with this feat uses the Encounter Power "Warlord's Favor" (PHB page, 145), which has a "Tactical Presence" rider benefit, does the bonus apply *ONLY* when the power is being used with an Action Point?

It seems to me there are two possible interpretations of the phrase "granted by your Tactical Presence":

1. The bonus to attack rolls defined on page 144 under Commanding Presence, which applies ONLY on an Action Point.

2. ANY bonus to attack rolls that is granted because the warlord has Tactical Presence.

If #1, the answer to the question above is YES. If #2, then he extra +1 would apply to Warlord's Favor, Surprise Attack (lvl 7), Beat Them Into the Ground (lvl 13), etc.

Any ideas? Has this been discussed already?

All that those subheaders mean is this:

Player's Handbook 2, pg. 219
Class Feature Names: When a class feature
name appears as a header in a power description, the
associated entry describes an additional or a replacement
effect that applies if you have that class feature.

An additional or replacement effect that applies to a power because you happen to have Tactical Presence is not granted by your Tactical Presence class feature.
