Limit of items on a person

Or bracers of resistance instead of a cloak. Magic items are flexible that way.

The vestment is worn over armor while a shirt is worn under.

You wouldn't typically wear a robe over full plate but you would over a mithril chain shirt.

Of course that's why Tome and Blood introduced the Vest of Resistance +5. :) Vest and Cloak. Sorcerer with a level of Paladin.

Except that such an item does not exist in the core rules, and would have to be specifically allowed as a "new item" by any DM.
