I am right along with you guys in it being awesome when the DM gives narrative control to the players for stuff like that.
Since, were pretty loose on the rules and such in our games. I have actually integrated non-power stuff like pg. 42, skill challenges and stunts with the Powers.
It is fun having a player say their using a Power that starts off with him able to move before an attack, then performing a stunt to get around, up, etc. and then perform the attack.
Since really most Powers are simply a combination of a PC doing various different tasks just it is handled all-together with one mechanic, so other things would make sense to happen between them.
