Said highest levels of government, the Lords of Waterdeep, would likely tell you that all the elected positions don't hold any REAL power.

That's very true, although as a rule the idea of the masked lords electing each other (do they even know who each other are?) seems to be what I remember.

Smart players would just take over the town and the mine. Really, who is going to stop them? Its clear these people cannot take care of themselves anyway.

On the other hand, why would them? My PCs became fond of the town but they knew they would not be able to live there withouth abandoning most of their exploring spirit.
