how does the magic domain work? it says you get to use items as a wizard half your level. does that mean caster level or spell level of a wizard so if you level 4 you can use level 2 wizard scrolls.

Yes. You use them as a caster of half your level. so if your a 6th level cleric, you use them as a 3rd level wizard.

More precisely, a magic domain cleric can use those items as a wizard of 1/2 level relative to his cleric class level (as it is a domain power). So, a 6th-level cleric can use the items as a 3rd-level wizard. A cleric 6/Fighter 4 with Practiced Spellcaster feat (now caster level 10 as a cleric) still use the items as a 3rd-level wizard.

The as a wizard of half cleric level really only affects 2 things, activation of scrolls and whether to substitute caster level for item level for staves.

Once the items are activated/used the caster level of the spell generated from the item are affected by the items themselves not the Magic domain ability.

e.g. Since caster level of the user doesn't affect the caster level of a wand, a 1st level cleric can blast away happily using a wand of Magic Missile set at 5th caster level. He will get 3 missiles doing 3d4+3 points of damage.
