Meepo, Keeper of Dragons

Well, I thought maybe he had specific stats since he was not your "average kolbold". We have a few ladies playing, and they bargined with our DM/Kolbold Queen for his life because they didn't want him to be killed, so we have Meepo following us for the time being. Since Races of The Dragon came out, and Wizards has stats for him at higher levels, I thought that perhaps he had some specific lvl 1 stats. So, then, if there are no stats for him, what might some one suggest as a class for him? Commoner was mentioned among our group, but I'm still looking for an outside opinion on this.

Meepo as a were-dinosaur at levels 4, 10, and 16 -- http://www.wizards.com/default.asp?x=dnd/fc/20060120a. The first 6 class levels are Sorcerer, then Dragon Disciple.
