Minimum Damage?

If a Str 8 character hits an opponent with a 1d8 weapon and rolls a 1 on the die, what happens?

a) 1 - str mod = 0, so no damage.

b) 1 - str mod = 0, but everyone does minimum 1, so 1 damage.

Here is what custserv says:

"Thank you for writing. Unfortunately if you have a negative penalty, there is the potential to deal zero damage."

That has interesting implications. I wonder if housecats will be less dangerous now.
