Pathfinder 1E Monster Multiple Attacks in a Standard Action?

When a monster description like the Lion lists:

"bite +12 (1d8+7 plus grab), 2 claws +13 (1d6+7)",

do you need to use a full attack action to get the 2 claws? Or can you use both the claws and bite in a standard action?

What about with a dragon? One attack with a standard action, 6 with a full round action? That's a massive penalty for moving if that's how its supposed to be played.

Also, it seems like RAW, if one of my PCs is using two weapons, he only gets more than one attack if he uses a full round action. Is that right? We've been playing that he can get his first attack with each of his weapons in a standard action.

Any time you take multiple attacks, whether they are natural weapons, multiple weapons, or iterative attacks, you need to take a full-round action. You can take ONE attack as part of a standard action. Anything more than that requires a full round. In addition, with the exception of the pounce special ability and ones like it, you can only move five feet during such a full-round attack.
