D&D 5E Multiclassing ability score prerequisites—required for balance or an unnecessary hurdle?

The rules as they exist discourage or at least counter-balance class dipping (since class abilities tied to a score tend to have "minimum of 1" language and/or don't come online until several levels into the class, in which case having a penalty in that attribute is meaningless). The DM can always work with a player to allow for special circumstances (as with anything else in the game) but out of the gate it requires the potential multi-classer to weigh the pros and cons and taking that class dip. (If someone isn't planning on dipping and playing a true hybrid, they're most-likely going to have decent scores in those attributes anyway.)
