Necromancy army VS Leadership army

The problem with an undead army is that a low level cleric -- fairly common, many decent sized settlements are most likely to have fighter or cleric NPCs -- can do significant damage. Turn Undead is great crowd control for basic skeletons and zombies. Basic spells like Magic Stone or Protection from Evil do a good job of warding off such things.

On the upside, the DR of skeletons and zombies makes them immune to many weapons used by human levies. Arrows or bolts don't do much damage on skeletons... That means the human warriors are forced to use slings, which are shorter range and lesser damage.

This has probably been brought up many times, but it'd make a good adventure hook: in X city, all the jewelers are reporting massive purchases of onyx, from the best stuff all the way down to the smallest scraps, with each purchase made by a different person (or a couple of people). It'd be a nice lead-in for an undead-heavy game, plus it'd make the Cleric feel good if they remember their components.
