The name of the game "Space: 1889" is itself a joking reference to the TV program, "Space: 1999", which aired in the mid-1970s. It's image of space travel in 1999 constitutes "retro-future" - it was what the past thought its future would be like. That we have now past the date doesn't change that.

Whether or not it actually happened is not relevant. Space: 1889 was written in 1998, but is still set in 1889. It is what the past thought an alternate past would be like. There's nothing "future" about it.
