Actually, after the stained glass golem and 'brass' golem in MM2... none of those sound THAT odd ;)

We also wouldn't get the cool image of the hanging soldier tossing the lost scroll back up to V.

The whole rock-paper-scissors joke is actually pretty deep, since that game is the theoretical origin of game balance... It matches V's sense of humor.

Overall, it is just nice to see a character who tends to get overshadowed by his(her?) comrades get a few comics of doing something awesome in such a causal manner.

True. Although it works less well with any spell with a saving throw (since the Wizard's save DC is likely higher than the scroll's), or the need to beat SR (since the Wizard likely has a higher caster level).

And, in fact, Dismissal is particularly bad, since not only does it allow SR, but it also has a 'special' save DC that incorporates the caster level.

(Which also means that his/her stated expectation of using them against summoned demons and/or devils was unlikely to work, as they have good Will saves, but more likely to work against elementals, which don't.)

All of which is irrelevant - I enjoyed the strip a great deal, both for the reminder that V is extremely competent (perhaps second only to Durkon), and for the punchline.
