Party creation instead of character creation?

Honestly PC, these days it would be more surprising if an organisation ISN'T a front for some hidden, conspiratorial purpose....

The Black Brotherhood (the Night Watch) is sort-of an ironic reversal of that, though. It's got a "secret purpose" which is actually blatant and deliberately out in the open -- it's just a purpose that requires a foe in whom no one believes anymore.

A decaying, corrupt organization that serves a vital but infrequent purpose could beget a really cool "dirty dozen" style campaign.
