I write this in another thread, but would like to share it with all of you here. its kindof a serious attempt, but..how serious can master villains every really be?
Master Villain Prc
The master villain is the master of dastardly plots and nefarious schemes. He has a master plan to dominate an area, world, or even entire planes of existance.
He is a genius and bends his intellect to power mongering, gathering like minded henchmen and vast wealth to use for his schemes.
Requirements
18 Intelligence
4 ranks in Intimidate
4 ranks in Bluff
4 ranks in diplomacy
4 ranks in Knowledge religion, geography, or planes
Leadership Feat
5 loyal henchmen
Appropriate base of operations (keep, tower, ship, cave complex, hollowed out planetary object, fortress on a deserted island inside a live volcano etc
Life defining moment such as hideous scarring, chemical accident, ignored by a good looking hero of the opposite sex once
Weapon proficiencies
Spiked chain, spiked (pref electrified) gauntlet, whip, gargantuan siege weaponry
Class skills
Bluff, intimidate, diplomacy, escape artist, craft: metalworking, knowledge: architecture, planes, religion, ancient history, spelljamming, arcana, use magic device, spellcraft, concentration, profession: politics, survival
Level advancement note, the Master villains level progression is tied in with his plots. For every 1000 people he plans to have under his control, his base must be worth this amount times 100 in gp. This serves to impress the heroes who will come to kill him, and to store his vast collection of obscure death and torture devices.

2 Angst ridden guy
3 Scheming guy
4 Evil guy with a plan
5 Cackling guy
6 Walking treasure
7 Powermonger
8 BBEG
9 Master Villain
10 Super Villain
For each level a Villain gets 10 henchmen and 1 leutenant. At levels 5 and 10 he gets a right hand man. henchman seldom have names, and are often called by numbers or rank (private, security, red t-shirt etc). Ranked followers have names and often have levels in the villain prc also.
Bab and saves continue on from whichever class they had before taking this Prc. If they had prior skill in backstabing this also continues using the same progression.
To advance a level in this class, you must have the experience points, and also the following.
Wealth equal to level x 100,000
A plan to dominate intelligent beings through ecomomics, military, or magic equal to level x 10,000. This plan does not have to have any actual chance of succeeding. Bonus exp may be awarded for originality and lack of sanity.
