Pricing a metamagic rod?

Hi all,
I'm trying to figure out how to go about pricing a metamagic rod of Heighten Spell. Specifically, I'm looking to price:

a) A rod that will heighten level 0 through 3 spells to level 4.

b) A rod that will heighten level 0 through 4 spells to level 5.

Both would function the standard 3/day, and all that.

Suggestions? Thoughts?

I think a rod that heightened spells by a certain number of levels would work better. One that boosted spells by 1 level would have a cost similar to a rod of Extend, one that boosted by 2 levels would have a cost similar to a rod of Empower, one that boosted by 3 levels would have a cost similar to a rod of Maximize, and one that boosted by 4 levels would have a cost similar to a rod of Quicken (except for the Lesser cost, which ought to be around 20,000 gp - the Lesser rod of Quickening doesn't follow the pattern set by all the other rods).
