*shrug* Didn't seem nebulous to me. The default is polearms have reach. It's much the same as saying characters make saves at the end of the round. They don't have to change that in the PHB just because Wardens can make a save at the beginning of the round. Actual item/class descriptions override default/general rules. The actual description of the Sharresh make's an exception to polearms have reach. No change to the polearm's decription is needed.
