Quiver of Ehlonna - how does it work?

How I have always handled the Quiver of Eholona is it lets you draw what ever item you needed as a normal for that item. So free actions for arrows, move actions for the javelins and the others. The Command part is that if you have multiple kinds of ammo or what not you "command" it to produce the one you want. Not having to go through all your arrows to find your one +1 flaming arrow to kill a troll.

The haversack drawing anything is a move action, cause you can put any thing in it. Bag of holding is good for supplies and treasure, Haversack good for lots of potions, wands, rods, back up weapons etc.

Q1: Opening the desired compartment is a free-action since according to the quiver's description the user simply needs to inform (ie Command) the quiver which storage space to open and RAW states "In general, speaking is a free action that you can perform even when it isn’t your turn." Further, its described to otherwise be a typical quiver, so removing an object from the open space would be a Move action.

Q2: Fluff states is appears/works like a typical quiver so completely filling all three spaces would require 84 MEAs.

Q3: Fluff states it appears to be a typical quiver, so would function as one regarding withdrawing arrows, applying quick-draw feats, etc.
