Ragman [spoilers]

This isn't stated outright anywhere in the adventure, so I wanted to check the meaning of Ragman "The serial killer of Parity lake". Am I right that:
a) Ragman as a whole is just a cover up for killings of Lorcan Kell gang?
b) sigils under the bridges that cops attribute to him are actually part of the ritual Creed uses to pass goods into Bleak Gate?

He seems to become a secondary focus of attention of two eladrin PCs, who decided to become ruthless vigilante, "the ones Flint deserves, not the ones it needs". Since they need only 4 hours for extended rest, they want to spend 2 extra hours every night chasing criminals...
 

The Ragman is probably:

1) an actual serial killer, or
2) a cover concocted by the bad guys to throw people off their tracks, or
3) a swamp monster that wears rags to make people think it's human, or
4) an undead creature killing out of madness, or
5) whatever else the GM wants it to be.

Thanks! Just checking that he's not a part of the plot later on.
EDIT: btw, I decided that his name is caused by the fact that his victims are literally torn apart like a rag, I guess your initial reasoning was different.
