D&D 5E Raxivort stats?

If you, for some very unlikely reason, wanted stats for Raxivort, here you go! :) If you have a chance to offer feedback on the design, whether it's concept or details, I'd much appreciate your insight. Some specific questions:
  • CR look about right?
  • Legendary Actions reasonable? Should any cost 2 legendary actions?
  • Any magic items you'd recommend he have?

Brief description: Raxivort is a unique being, probably a fiend, who was in service to the demon lord Graz'zt as his treasurer (and possibly slave master) before stealing loot including the Infinity Spindle, a crystal which bestowed demigod-hood on Raxivort. For a time Graz'zt hunted him, and Raxivort evaded the demon lord, spawning a plague of rats in Graz'zt's realm in a petty move. However, eventually Graz'zt tired of the hunt and instead revealed what Raxivort had stolen to the multiverse, leading to Raxivort being pursued across the planes by all sorts of creatures after the Infinity Spindle. To throw off pursuit, Raxivort spawned duplicates of himself, creating the race known as xvarts. He is associated with rats and bats, sneaking/treachery/roguery, knives, and apparently stole a bunch of magical loot. Divinations seeking Raxivort all lead to xvarts instead. His realm is the "Black Sewers" in Pandemonium. To the best of my knowledge, the only time Raxivort was given stats was in Dragon #64 (1982) by Gary Gygax in his Greyhawk World article series.

EDIT: The AD&D original take on Raxivort was that he rose to leadership over other xvarts (who existed as their own race already) and through his dealings with Graz'zt was elevated as Graz'zt's Master of Slaves, cozying up to the Dark Prince in order to rob him. Armed with an arsenal of stolen magic, Raxivort fought Graz'zt to a stalemate, and then Raxivort withdrew from the Abyss with his ill-gotten gains. Interesting.

As an aside, in 4e "xivorts" were interpreted as gnomes tainted by the Shadowfell who apparently escaped enslavement to the formorians thanks to night hags helping them reach the Shadowfell. Conceptually, not sure how that gets reconciled with the rest of the lore.

I'm using him as a source of info for PCs, but an extremely reluctant one who must first be chased down, tricked, or beaten to get that info.

Flutterer’s Ward. Raxivort is under the permanent effect of a 9th level magical ward granting him a +2 bonus to AC and saving throws, immunity to being paralyzed, restrained, stunned, and magical effects reducing his speed.

High Cunning. Raxivort can Disengage as a bonus action. Before or after he disengages, he can also use a magic item as part of the same bonus action.

Innate Spellcasting. Raxivort’s spellcasting ability is Wisdom (spell save DC 17, +9 to hit with spell attacks). He can cast the following spells without material components:
At-will: alter self, animal messenger (bats and rats only), detect magic, mirror image
3/day each: greater invisibility, mislead
1/day: blade barrier

Raxivort’s Tongue. Raxivort can communicate with ordinary bats and rats, as well as giant bats and giant rats.

Shapechanger. Ravixort can use his action to polymorph into a xvart, rat, giant rat, bat, giant bat, or back into his true form. Other than his size and speed, his statistics are the same in each form. Any equipment he is wearing or carrying isn't transformed. He reverts to his true form if he dies.

Slippery Opponent. Opportunity attacks made against Raxivort have disadvantage.

Special Equipment. Raxivort has the following magic items: Azure Razor* (a unique +3 falchion), ring of protection, #, and #.

ACTIONS

Multiattack.
Raxivort makes three attacks. If he has Blue Blaze recharged, then he uses it as well.

Azure Razor (humanoid form only). Melee Weapon Attack: +16 to hit, reach 5 ft., one target. Hit: 15 (2d4+10) slashing damage, and a humanoid target must succeed a DC 17 Constitution saving throw or be paralyzed until the end of its next turn.

Dagger (humanoid form only). Melee or Ranged Weapon Attack: +13 to hit, reach 5 ft. or range 20/60 ft., one target. Hit: 9 (1d4+7) piercing damage.

Bite (bat or rat form only). Melee Weapon Attack: +13 to hit, reach ft., one target. Hit: 10(1d6+7) piercing damage.

Blue Blaze (recharge 5-6). Raxivort emits a cone of blue fire from his fingertips. Each creature in a 20-foot cone must make a DC 17 Dexterity saving throw, taking 12 (5d4) fire damage and 12 (5d4) acid damage on a failed save, or half as much damage on a successful one.

Barrage of Knives (humanoid form only). Raxivort makes a dagger attack against up to six creatures he can see within 60 feet.

REACTIONS

Redirect Attack.
When a creature Raxivort can see targets him with an attack, Raxivort can choose an ally within 5 feet of it. Raxivort and his ally swap places, and the chosen ally becomes the target instead.

LEGENDARY ACTIONS
Raxivort can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Raxivort regains spent legendary actions at the start of his turn.

Attack. Raxivort makes an attack with a dagger.
Command Xvarts (costs 2 actions). Each xvart within 20 feet of Raxivort either moves 10 feet or makes a melee attack.
Conjure Xvarts. Raxivort creates up to 8 xvarts in unoccupied spaces within 5 feet of himself. Each xvart he creates reduces Raxivort’s maximum hit points by 1 until he takes a long rest.
One with the Swarm. Raxivort summons a swarm of rats or a swarm of bats. If he wishes, he also polymophs into a rat or bat indistinguishable from, and part of, the swarm. Raxivort cannot be harmed until the swarm is reduced to 0 hit points.
Rapid Shapeshifting. Raxivort polymorphs to a new form, automatically escaping from nonmagical restraints. If he is grappled by a creature, he may immediately make a check to escape the grapple.

Mix of save DC 17 (indicating off. CR 16), attack +16 (indicating off. CR 19), attack +13 (indicating off. CR 18), and a PC’s own attack score which is about +12 at 17th level (indicating off. CR 17), averaging out to off. CR 17.5

Total CR = (16 + 17.5) / 2 = 16.75 = 17

Thank, you. I'll take it and tuck it away for later. I'm sure it will come in handy sooner or later. I recently ran The Barber of Silverymoon as part of a larger campaign. This was my first experience with Xvarts as a DM. I did some background research on Raxivort beforehand and was thinking it would be fun to insert him into an adventure.
