take your actions (1 standard, 1 move, 1 minor, +any free actions)

C-- End of turn

* Check actions spent
* End effects
* No actions (you can't take actions during the "end" of your turn)

Ok, after re-reading, to be fair there is no numbers beside each entry but they do are stated in that order. Only the actions paragraph specifies that you can take your actions in any order. It isn't specified for the start and end of turn phases portions of your turn, they just state what happens, written in the above order.
 

Not clear that the order in which things are listed within the Start of Your Turn section reflects the order in which they occur in that phase. Ongoing damage is listed in there first, saying it happens now, then regeneration is listed, saying it happens now, but there is no explicit indication that one "now" comes before another "now."

I don't think it's a problem as long as the ruling is consistent, whether that means consistently following one order or consistently letting the individual decide. Ongoing first can get you killed, but at the same time if you are about to regen more than the damage you have sustained, taking the ongoing first is beneficial so that you can regen it. I would prefer a fixed order for everyone to a choice because, as a DM, I would like not to have think about which is better for the monsters. Then again, regen isn't so common that it matters that often.

Just let the player do it in whatever order is most beneficial... the times it matters are the times they need to be heroic. Almost dieing is fun. Dieing isn't.

Right... so he posted this here just to misdirect us?

Also, it is true that the text lists the two activities in that order, but the overall text is ambiguous. When regeneration is specifically described, it says that it happens at the start of the turn, not that it happens just after ongoing damage.

This. There's a bulleted list, with Ongoing Damage listed first, but it's bullets not numbers. And the text doesn't say they happen "in the order listed" or anything of the like.

Also in support that they are not listed in the order they happen, is the last bullet is "No Actions: You can't take any actions at the start of your turn". That obviously is not something that needs to be "resolved". These bullets are just a list of things about the start of your turn. Some of which are effects that need to be resolved, but does not indicate they need to be resolved in a specific order.

the rules compendium pg 197 says that they can occur in any order as the player chooses. It specifically mentions the order of ongoing damage and regeneration being the players choice.
