Well, there's Friend Shield in the (3.0) DMG. That what you're looking for?

Friend Shield
These rings always come in pairs. A friend shield ring without its mate is useless. Either wearer of one of a pair of the rings can, at any time, command his or her ring to cast a shield other spell with the wearer of the mated ring as the recipient. There is no range limitation on this effect.
Caster Level: 10th; Prerequisites: Forge Ring, shield other; Market Price: 50,000 gp (for a pair).

FateLink in Psihandbook will let you do that, just have to put it into a ring now...

Um thats a material requirement for the spell to work anyways. The cleric and the guy who has shield other both must have a ring that is exactly the same on each of them for him to be able to cast the spell.

I don't believe there should be an item that can do it without being 2 since you need normal rings just to use the spell anyways. This is something people overlook.
