Scrolls...I have been considering adding something like the following feat

Scribe Scroll (ritual, Level ??, cost ??)
Arcane and Divine powers can be inscribed on a scroll (requires training in Arcana for Arcane powers and Religion for Divine powers) allowing for use at a latter time. Using a power from a scroll counts against your 'daily magic Item activation' limits (1 at Heroic).

Would that work or is it too much. Maybe disallow Daily powers from being inscribed on a Scroll (but maybe not, as you would still be limited in the number used per day).

For Level, I'm thinking 3 (for the ritual)

Price would be as a magic Item of the power's level -1 (or just the power's level??)
Maybe:
At-Will power: Power's level -2
Encounter power: Power's Level
Daily Power: Power's level +2

Category: Creation Market Price: 125gp
Time: 30 minutes Key Skill: Arcana or Divine
Duration: Permanent

You can scribe a scroll of an Arcane or Divine class power you know. The scroll can be used by anyone who can use at least one power of the same source (arcane or divine) of the power inscribed by using a standard action. The use of the scroll uses one of your 'daily magic item activation' allotment. The scroll crumples to dust when you use the power inscribed. You must be equal to or higher level than the level of the scroll created. The cost to create a scroll is equal to a magic item of the scrolls level divided by 20. To determine the level of the scroll, use the following formula
Power's level + 4 + modifiers
Modifiers to Power's level:
At-Will power: -2
Daily power: +2
