Pathfinder 1E Sniper's Goggles question

Sniper's Goggles, Sniper, Rifle.

What conditions must be met to call for very long range sneak attacks? Every shot? First shot? At what point does a target not become flat footed.

The goggles allow sneak attacks at any range, but all other conditions must be met. They don't make the target flat-footed. Conversely, as long as all other conditions are met, all the attacks that otherwise qualify can be sneak attacks.
