Lucas said it was just a standard 'scene doesn't fit' cut, and that he cut his own daughter's scene as well.

Yep, and most all of the Senator/early Rebellion scenes were cut. The scene with Bai Ling was apparently just one of those that was a casualty of the editing process. We'll probably see it on the DVD.
