If it's an adventure, a statblock is ok, as long as the full layout is included in an appendix, with page cross-references to speed things along in-game. In a monster book, there's no excuse for anything but a full layout. But, I would always be happy with statblocks available in .rtf (preferred) or .txt (adequate, but not as good) as web enhancements. Always!
Even when I run published adventures, I frequently do so much kit-bashing that I end up with something completely different. In this case, being able to cut and paste statblocks from a web enhancement into my text is a real timesaver.
