Striking the Cover

During the last session of my game, I've used the rule page 133 of 3.0 PHB named Striking the Cover Instead of a Missed Target...in the basement of Greyson House in Ptolus, one goblin killed one of his kin, with a javelin, as he's trying to shot one of the PCs (an Half Orc Barbarian) ...

Where is this rule in the 3.5 PHB ? I don't find it...Did WotC get rid of it ?

I thought they put in in an optional sidebar. I could be wrong. I always liked that rule--the math wasn't really too problematic for me, which was the complaint most people had.
