sugliin weapon revamped

I find the sugliin weapon to be pretty cool but sadly it seems to be lacking. So I decided to revamp it.

  1. Using the sugliin now just requires exotic weapon proficiency in it ans 13 strength. Without it you take a -4 penalty that's it
  2. Sugliin mastery still exists but is this instead, when ever the user of a sugliin lands a critical hot on a target the target suffers a disfiguring facial injury. Anyone except the user must make a dc 20 save or be shaken for 4 rounds if they look at the disfigured target.A roll of 1 means the looker is panicked (Got the idea based off how the weapon was meant to strike terror into the hearts of their enemies)
still not the best but at least now the sugliin doesn't require two feats to be useful
