SW - Starting Languages

Query. I just need to confirm if this is correct. My GM disagrees with the below statement because the wording in the Revised Ed is not clear to him.

This is how I read it.

A starting character begins play with his races default languages.

A starting character also begins play with a number of languages equal to his Intelligence Bonus. This can be taken in either Speak Language or Read/Write Language.

This is how he reads it.

A starting character begins play with his races default languages.

A starting character can purchase langauges with his skill points upto a maximum of his intelligence bonus at first level.

I would appreciate clarification.

You know of course the old saying: the DM is always right. But in this case I think you have the Rulebook on your side and he is not.
Don't know if this helps you ...

according to the rulebook, you've got it right. those are bonus languages, after all.
