The next day, the village elder convenes a meeting of the village council at the recently finished town hall, next door to the Inn of the Welcome Inn Wench. The village council members include...
Terjon, acting canon of the temple of St. Cuthbert
Jaroo, druid and leader of the members of the Old Faith of Hommlet
Burne, retired adventuring wizard and co-owner of the new castle being built
Rufus, retiired adventuring fighter and co-owner of the new castle being built
Otis Senior, captain of the village militia and Elmo's father
Ostler Gundigoot, proprietor of the Inn of the Welcome Wench
Mytch, the miller
Kenter Nevets, the village elder
Everyone at the Inn last night has been asked to attend the meeting. Turuko and his companion, Kobort, declined, citing urgent business.
Filliken, is escorted in to the building by Calmert, Terjon's second. Upon Meadowlark's request, Ostler's children are here as well to provide testimony, much to the displeasure of their mother, who currently stands with them.
Kenter bangs a gavel and speaks, "This hearing is to determine the exact nature of the events that occurred in the stable behind the Inn of the Welcome Wench last night and what befell Percy, brother of Filliken, and upstanding citizen of Hommlet.

As this is a simple village, they don't have much in the way of formality so anyone can speak up at any time. Filliken has, thus far, not said anything in his own defense, or anything at all for that matter. He seems to be in shock. Characters can make Persuasion or Deception checks while speaking, Insight checks on those speaking, and any other skill checks you feel may be relevant. I will be posting a little more frequently during this scene to account for NPCs having their say, butting in, etc. If you have any OOC questions, let me know.
