Design a system that uses pact magic but doesn't use short rests.Once you figure that out, send it to WotC.
Easy.

Rite of Recharge: The warlock may undertake a five minute ritual that requires concentration to recharge their pact magic slots. Sometimes their patron talks to them during the ritual.
The warlock may use this a number of times per day equal to their proficiency bonus

I will do you one batter

Take a 3rd level slot at 5th and a 4th level at 7th then trade the third out for a 5th at 9th
At 10 or less it cost you 2 invocations to do what you can do now and the packet gives 1 more so you REALLY are only down 1

The problem comes at 11+ you need to keep that 5th level slot until 18th level and the 4th level slot until 14th so you take a 6th at 11 and a 7th at 13 but you can trade your 4th for a 8th at 15 and your 5th for a 9th at 17-18.

Total cost 4 with the bonus you are really down 3
Yea, I agree that they didn't give the Warlock enough compensation for losing 4 Mystic Arcanum slots as part of the progression as well as a 4th pact magic slot.

Instead of biting the bullet and saying: we were wrong about the short rest. 1hr is not a short rest. But we cannot say that short rest is 5min long as that would remind people of 4E(one of few parts of 4E that was actually excellent), we will instead cut every short rest mechanic in OneD&D while this playtest lasts. Maybe we will keep the HD healing in.

Oh yes, we also cannot have 25% of max HP healing surges as that is also 4E, so we need to keep this RNGesus cluster frakk of HDs in.
