Tiers, BAB & iterative attacks, non-epic into epic

Okay, one philosophy I like about 4th Ed is fewer rolls per turn which means shorter turns. But we can't simply limit attacking to one attack per turn because that weakens fighter types compared to spellcasters. It also blurs the differences between standard attacks and full round attacks.

4th Ed uses the three tiers of heroic (up to 10), paragon (11 to 20), and epic (21 to 30). If he used this, maybe we could allow one attack per tier if using a full round attack. This would also limit only one extra attack for things like TWF or Flurry of Blows to one extra per tier and perhaps other extra attacks like haste or "Frenzy" variant or whatever to similaly one per tier.

How do we balance that with spells? What could we do to make this wwork? Does this sound appealing to anyone? What feats, abilities, whatever would need to be reworked. I can think of:
- TWF
- Manyshot
- whirlwind attack
- Spring attack, Rapid Blitz, Bounding Assault
