Two monks, an assassin, a cleric and a wizard

I was asked to help a fellow DM of mine by building some NPC's for an upcoming combat in his game. I thought I would ask for some help of my own here. :D I was told to make them as nasty as possible while still falling into a few basic guidelines.

The two monks are to be CR 13 each. One male, one female. The male is to be strength based and the female dexterity based. Also, any feats or abilities that would aid with them fighting as a team is cool. Basically anything goes as long as the CR isn't broken.

The assassin should be no higher than CR 8. Other than that, again, anything goes.

The cleric is a healer/buffer for the others, and should concentrate on that as well as battlefield control. CR 7.

The wizard is a bit more difficult. I wasn't told what type to make, just that it was a wizard of CR 9.

This is an elite group of NPC's sent to intercept his group of PC's. Seven PC's in all, all of them level 8 with a few unique boosts that add to their overall ECL. I believe in total that they are close to ECL 10 each. They will also have the aid of some NPC cohorts/allies.

I would really appreciate any unique ideas you guys might have. Any builds that you haven't tried, but would love to? Feel free to pass them along! If anyone has any questions, just let me know and I'll answer as soon as I can!

Two CR 13 monks???? That sounds a lot like a TPK. Female should go the Disarm route and the male the grapple route, use your flurry for grappling fun. Halforc for the male, human for the female. Teamwork: Give them Ascetic Rogue (4 levels rogue) or 5 levels ranger with Ascetic Hunter and enjoy their sneak attacks in combination with the improved Stunning Fist DC (don't forget Ability Focus). Even the groups paladin should have problems with that Fort save.

Assassin: Rogue2/Scout3/Assassin3 with the Swift Ambusher Feat and Crossbow Sniper. Go Halfling, give him dex 20 and all boosts to dex you can find. Cast Reduce Person and Imp Invis on yourself with a wand or a custommade item (or potions). Rapid Reload.

Cleric: Singleclass, Prayer and Bless and stuff. Use all 2nd level spells for the buffparade.

Wizard... Greater Mage armor for the monks is a must. Haste as well. Then perhaps turn him into a counterspell specialist that uses Dispel Magic on the PC spells.

The monks alone will kill the party. Seriously, 13th level is when the get SR 23. They will hand the party its butt(s) even without haste or the occasional fireball.

For extra cheese, make the monks Ftr 2 / Mk 11. Those fighter feats are useful. And heaven forfend that the brawler should be Ftr 4 / Mk 9 with Melee Weapon Mastery: Bludgeoning and Power Attack.

Maybe. Still, 2 actions to the party's 6 - 8 actions per round put things in the party's favor.

As a group, the assassin squad as a whole will kill the party. Easily.

This has the extra side effect of making them not have SR, and thus slightly easier for the caster(s) to take part. (Of course, the casters should've been slinging orbs anyway...)

These monks (with support and especially buffs) will kill the party with or without SR if they manage to close to melee.

7 ECL10 characters < 2 CR13 monks?

I don't think that's right...
