Two weapon figthing question

The rule states that one got only half Strengh boni on damage with second weapon.
My question is does this apply to the to hit to with second wepon?
Assuming first level Fighter, str 18 TWF Feat and oversized Twf.

What would be the attacks he has assuming 2 LS ?
What would be the attcks?

+ 1 / + 1

or

+ 1 - 1 ?

OTWF treats a regular weapon as "light"

so if you look at the chart on page 160 PHB you have TWF and your off hand weapon is treated a light, your to-hit penalties are -2, -2

Bab +1
Str +4
Total +5

So +3, +3

damage +4 on first attack and +2 on second attack

It does not affect the attack roll; off-hand weapons just get half the usual Strength bonus to damage, but still receive the full Str bonus on attack rolls.
