The underwater combat table on page 92 of the DMG lists modifiers for attack/damage, movement, etc. Now, according to this table, if you make your Swim check, your movement is half with a full-round action and quarter with a move action, but there is an entry at the bottom labeled "None of the above" which lists your movement as "normal". I don't get it, so if you blow your Swim check you have normal movement, but if you make the roll your movement is restricted? :confused: What gives?

I think it is safe to assume that the movement of a creature that is off balance is effectively zero since all it can do is 'flail about'.
