Using All Encounter Powers

Howdy,

This may seem to be an obvious question, but I just had a session grind to halt over this issue: If you know more than 1 encounter power, can you use all those encounter powers every encounter? Or are you restricted to one encounter power per encounter, even if you know more than 1?

This came up when our characters leveled up to 3 and gained their second encounter power; we couldn't figure out if we could use both during the same combat. What about characters who know multiple daily powers? Can they use all of them per day, or do they have to pick just one to use between extended rests?

And where do daily and encounter utility powers fit in?

You can use any number of Encounter powers in a given Encounter, and you can use any number of Daily powers in a given day. Of course, you can only use each individual power once.

So, a 10th level character (2 At-Wills/3 Encounter/3 Daily/1 Utility, as per the Character Advancement table, pg. 29 in the PHB) could use 3 Encounter powers and 3 Daily powers in one battle. He wouldn't have any Daily powers left over for any other fights that day, but his Encounter powers would all be ready to go for the next fight -assuming he took a Short Rest to recharge them, that is.

Utilities function just like Attack powers. If a Utility is Daily, you can only use it once per day. If it is Encounter, you can use it once every time you have a battle. The 10th level character mentioned above would be able to use 1 Utility in addition to the 3 Encounter and 3 Dailies he already used, for a total of 7 unique powers. (9 if you include his At-Wills.)

One caveat for daily powers is with magic items. You can only use a daily power from 1 item at level 1-10, 2 items at level 11-20, and 3 items from 21-30. See Page 226 of the PHB.

This is because Channel Divinity: (X) is a singular power with multiple possible uses.
