Valuable resources

I was wondering if anyone could tell me where I can find rules or something to help me create prestige classes, monsters, new races, modules, etc. that are game balanced for d20, have the right ECL or CR, or fair prerequisites. It's really hard figuring this out, so if there is anything out there that gives a format, formula, or template, I would really liked to be pointed in that direction.

Well, since those involved in daemonforge are heavily involved in the creation of all breeds of new classes, races, etc. I though this would be a perfect place to go. No one better to ask than those who have probably asked the same questions before, and, obviously, gotten an answer.
