This actually makes perfect sense to me. Who has low-light vision, but not darkvision? Elves. Who live under the stars in tree-houses and such (archtypically). Who has darkvision but not low-light vision? Dwarves, who live underground (archtypically). Starlight is never an issue with them, and they'd need to be able to see in absolute darkness. I think I'd probably rule something along the lines of (for an unmodified human):
Night, stars but no moon: 30' shadowy illumination.
Night, full moon: 60' shadowy illumination.
Then treat low-light vision as normal.
