What is this a map of?

Can anyone tell me what this is a map of? I think it's an old D&D Planar Cosmology Map, or a map of a tower or city. Any thoughts?

A friend of mine has a puzzle (not gaming related), and he used this image in the puzzle. I thought I recognized it from the 1st edition Planar Handbook, but I sold that years ago.

Well never know. and not sure how many people are Dr Who fans, and not sure how many of them would recognize the language of the Doctor at first glance.

Looks like a schematic for the inside of a mechanical watch to, me. Or perhaps a mechanical fuze.
