Usually I just use stuff straight from the MM or DMG: elves, orcs, dwarves, warriors, they are all standard level 0 or 1 characters. For important NPCs, ie. once every four sessions or less, I generate them manually, and have them escape again and again, allowing me to reuse them several times. Even if killed, I keep the character sheet and will reuse it if possible.
I also gave NPC Generator 2 a try. It's available online, for free. Useful stuff. On my Mac, I compiled it and run it from the command line, having replaced the name list with Japanese names (as I play in an Asian setting). I figure out what I want and generate five or ten characters, look them through, and pick the one that comes closest.
I also enjoy having similar NPCs: The evil clerics ruining the eastern province with their undead are all level 5, own the same gear, have the same skills, same feats, and so on.
