could someone tell me what the highest teir Oriental adventures class is?

Shaman and Shugenja are tier 1. Wu jen is probably tier 2.

I would place Shaman, Shugenja and Wu Jen all as Tier 2.

After looking them over they all seem to be on par with the sorcerer if not a bit worst, but go on.

I don't have it in from of me, but the 3.5Ed update was designed to put the OA classes more on par with their PHB analogs.

Improvements include the Shaman's unarmed attacks being more like the Monk's; the Sohei's "raging flurry" getting beefed up; that kind of thing.

The classes aren't that great, it's some of the feats and supplemental rules that make OA vastly too powerful.
