Yeah, two Feats mean this doesn’t happen until at least 4th level if you’re a VHuman, 6th otherwise. They’re spending two out of at MOST seven (maybe eight) non recoverable resources that are also used to raise your stats (including primary).
I see nothing wrong with that kind of investment (which also lowers your attack by 5 to implement) being as powerful damage wise as a second tier (rare) magic sword effect. Especially when the flametongue can cut that down even further if it’s a greatsword and they take a single feat.
