Gamma World 3rd edition remains my favorite.

Cortex Prime. You can build any kind of game you want, but much more steamlined and easy to work with than GURPS.

Over the Edge 3rd Edition. You can do anything you want. It's ultra-light and simple. The whole thing could fit on one side of a sheet of paper. It's so good I don't want to bother with other systems anymore.
