Street Urchin
Ability Scores: Dexterity, Intelligence or Charisma
Feat: Alertness
Skills: Athletics, Stealth and Sleight of Hand

Tool Proficiency does not make sense for street urchin but if one had to be chosen instead of a third skill I would say Thieves Tools.
 

Vigilante
Ability Scores: Strength, Dexterity or Intelligence
Feat: Savage Attacker
Skills: Investigation and Intimidation
Tool Proficiency: Disguise Kit or Thieves tools???

In my Street Urchin homebrew background, I gave them a Gaming Set for Tool Proficiency. I can see them doing some three-card monte to scam people out of their money so they can buy something to eat.

Traveler
Ability Scores: Strength Wisdom Charisma
Feat: Linguist
Skill Proficiencies: Insight and Perception
Tool Proficiencies: Cartographer's Supplies
Equipment: Choose A or B: Bedroll, Cartographer's Supplies, Holy Symbol, Musical Instrument,Rations (2 days) Traveler’s Clothes, and16 GP; or (B) 50 GP


Gladiator
Ability: Strength Constitution Charisma
Feat: Martial Adept
Skill Proficiencies: Acrobatics and Performance
Tool Proficiency: Smith’s Tools
Equipment: Choose A or B: (A) Chain, Costume, Healer’s Kit, Javelin (6), Smith’s Tools, Traveler’s Clothes, and 15 GP; or (B) 50 GP.
 

Adding a few backgrounds with 4th level feats without ASI that feel it should be implemented as Origin feats:


Kineticist:
Ability scores: Int, Wis, Cha
Feat: Telekinetic(no ASI)
Skill: arcana, sleight of hands
tool: alchemist supplies

You are naturally kinetic or you were trained from young age at wizards school.


Telepath:
Ability scores: Int, Wis, Cha
Feat: Telepathic(no ASI)
Skills: Insight, Deception
tool: Disguise kit

From early age you found out that you can project thought into other people and even sometimes sense others thoughts,
You were recruited by thieves guild of government agents to be trained as a spy.


Fey Blooded
Ability scores: Int, Wis, Cha
Feat: Fey touched(no ASI)
Skils: Persuation, Deception
tool: musical instrument

You have trace of Fey in your bloodline


Shadow blooded:
Ability score: dex, int, cha
Feat: shadow touched(no ASI)
Skills: Stealth, Perception
tool: thieves tools

Shadow in your blood might guide you to work where might not be illegal, but requires a dose of subtlety to it.


Born leader:
Ability scores: Str, Wis, Cha
Feat: Inspiring leader(no ASI)
Skills: Persusasion, Intimidation
tool: music instrument

From childhood you were the ringleader for everything that was happening, for better or worse.
 

As a fun Idea how about I throw out a background for people to come up with as a challenge? First challenge.......Tax Collector.

Academy Graduate

Tool: Choice of one musical instrument, or one artisan's tool appropriate to an academic setting (e.g. calligrapher's supplies)

You are a graduate of a prestigious--and expensive--educational institution aimed at producing well-rounded adults from well-bred youths...or at least well-funded ones. You have a foundation in the classics, have trained for athletic competition, and have learned one of the "genteel" arts. An education like this can define a lifetime and build connections that matter far more than the dusty tomes you had to read. What was your primary field of study?
